First African American female to manage a Rockford Public Library Branch. First to hold the position of Assistant Executive Director from which she retired in 1999. On August 2008, the Rockford, Illinois community celebrated the $7.5 million modernization of the Rock Valley College Library. The president of the college donated $200,000 to have the facility renamed the Estelle M. Black Library, (August 2008)
